The Finance Committee considered SENATE BILL NO. 4 An Act                      
relating to establishing an office of victims rights; relating to              
compensation of victims of violent crimes; relating to eligibility for         
a permanent fund dividend for persons convicted of and incarcerated            
for certain offenses; and amending Rule 16, Alaska Rules of                    
Criminal Procedure, Rule 9, Alaska Delinquency Rules, and Rule                 
501, Alaska Rules of Evidence and recommended it be replaced

CS FOR SENATE BILL NO. 4(FIN) An Act                                          
relating to victims rights; relating to establishing an                        
office of victims rights; relating to compensation of                          
victims of violent crimes; relating to eligibility for                         
a permanent fund dividend for persons convicted of                             
and incarcerated for certain offenses; relating to                             
notice of appropriations concerning victims rights;                            
and amending Rule 16, Alaska Rules of Criminal                                 
Procedure, Rule 9, Alaska Delinquency Rules, and                               
Rule 501, Alaska Rules of Evidence; and providing                              
for an effective date.                                                         
                                                                               
and further recommends the adoption of the following Finance

It is the intent of the Legislature to fund the Office of Victims              
Rights solely from the additional revenue generated by the new                 
provisions established in CS FOR SENATE BILL NO. 4(FIN) under                  
AS 43.23.005(d)(B)(i) and (ii) that make additional criminals                  
ineligible to receive the permanent fund dividend. It is further the           
intent of the legislature that the funding for the Office of Victims           
Rights shall in no way result in a decrease of funding for crime               
victims compensation, council on domestic violence and sexual                  
assault, and the Department of Corrections from the funds available            
due to criminals being ineligible for the permanent fund dividend              
under AS 43.23.005 as it read before the effective date of this act.
